We trace the history and evolution of forest producer associations in Quintana Roo. Case study associations continue to be highly regarded by their members. Outsiders’ negative opinions largely shapes their current role and REDD+ potential. Implications for REDD+ multi-level governance in Mexico and elsewhere are discussed.
