Amine vs. carboxylic acid protonation in ortho-, meta-, and para-aminobenzoic acid: An IRMPD spectroscopy study

Protonation for PABA is on the carboxylic acid, but it is the amine for MABA and OABA. For PABA and MABA resonance stabilization rationalizes the relative basicities. The exception to this rule is OABA, where the proton is on the amine.
