A system dynamic model of oil supply chain is established. A quantitative measurement for over-capacity of refining industry is proposed. Refining industry in China is in the severest level of over-capacity extent by now. Crude oil import disruption is simulated to evaluate petroleum reserve strategy. China’s current oil supply chain is capable in dealing with a 180-day disruption.
