We have studied two-dimensional function PCs, that can become true by electro optical effect and optical kerr effect. We have calculated the band gaps of TE and TM waves of two-dimensional function PCs. The TE (TM) waves band gaps of two-dimensional function PCs are wider (narrower) than the conventional PCs. When the dielectric constant functions change, the band gaps numbers, width and position should be changed. The needed band gaps structures can be designed by the two-dimensional function PCs.
