DEA model with undesirable outputs for measuring energy congestion is proposed. The impact of energy mix on energy congestion effect is considered. Energy congestion in 19 APEC countries from 1995 to 2013 is assessed. Energy congestion in APEC countries mainly comes from fossil energy. Energy congestion comes from non-fossil energy present a rising trend.
