University-community partnerships and social exclusion interventions face similar substantial challenges in management and evaluation. These challenges can be mitigated by application of either or both program- and actor-oriented theories of change. Actor-oriented theory of change can be used to define measurable objectives, and to assess progress in meeting them. Treating the network itself as a separate unit of analysis can provide indispensable information to UCP evaluations.
