Fiscal consolidations influence the components of government expenditure. Panel data analysis for 15 European Union countries over the period 1990–2012. Spending on safety, health, education and social protection is cut during fiscal consolidations. Citizens’ protection, health assistance and investment in human capital are undermined. Fiscal consolidations affect the living standards of the more vulnerable citizens.
