Non-state market-driven governance tools in the seafood supply chain created niches and filled roles public fisheries governance systems ceded. The two systems can act as complements, substitutes, rivals or monopolies: coordination could increase synergies and decrease redundancies. These governance systems are interdependent. Sustainability could be hastened through coordination and shared use of resources.
