An improved EIO model was employed to analyze China’s sectoral CO2 emissions. Production-based and consumption-based sectoral emissions can be calculated. Emissions embodied in intermediate products from other sector should be noted. Embodied emissions should be further allocated by different demands and fuel types. Different policies should be adopted based on a certain sector’s characteristics.
