Perceptions of divers and artisanal fishers were analyzed in an offshore MPA. Both groups agree that the offshore region is important. Conflicts of interest were found between the two local actors. Divergent perceptions of ecosystem services and management category. Conflicts arise from inefficient marine policy and illegal use.
