A robust optimal design method is developed for cooling water systems. Sequential Monte Carlo simulation is used to quantify the impact of reliability. It is capable of providing more comprehensive information than Markov method. The penalty ratio and repair rate can significantly affect the design option. Total system cost is reduced greatly using proposed method.
