Spin Chern numbers of the bulk states on the Lieb lattice are calculated. RSOC plays an important role on the topological phase transition on the Lieb lattice. Quantum anomalous Hall effect can occur due to RSOC and staggered potentials. Topological phase transition can occur when ISOC and RSOC coexist.
