Regency-level analysis is crucial as land-use policy is largely made at this level. Multiple aspects of land availability must be considered to assess ULC land. For example, temporarily unused agricultural land is not necessarily low carbon. Physical area estimates cannot supply the complete picture of ULC land availability. Other factors crucial for mobilising ULC land must also be considered for.
