We combine environmental regulation efficiency (ERE) with total factor productivity. Undesirable outputs such as waste water, gas and solid waste are taken into account. ERE of China is featured by a “polarized” effect. Environmental regulation TFP is characterized by “agglomeration” effect in China. Match-up effect” exists between China’s ERE and economic development level.
