Besser als früher? Ein Vergleich der Gefangenen und deren Rückfälligkeit der JVA-Kassel II – Sozialtherapeutische Anstalt – von 1994–1997 und 2003–2006

The social therapeutic facility of Kassel II prison (Germany) has substantially changed over the last years. Due to new legal regulations more sexual offenders are being treated and, moreover, the treatment has been professionalized, e. g. by introducing internationally recognized treatment programs. Against this background this study investigated how the inmates of the social therapeutic facility who were released between 1994 and 1997 (n = 305) differed from those released between 2003 and 2006 (n = 227). Furthermore, among a subsample of 414 inmates who spent a follow-up period of 4 years out of prison after being released (if they did not reoffend), differences in the extent of recidivism were investigated. Among those released from the earlier cohort (1994–1997) 39% were given another prison sentence without probation. In contrast, only 23% among the later cohort (2003–2006) were given another prison sentence. When interpreting these numbers in absolute terms, it must be acknowledged that especially those offenders with the highest probability of recidivism could not be included in the study because the follow-up period was too short; however, the numbers can also be interpreted relatively. The decrease of recidivism persists when different offenses are analyzed separately and confounding variables are statistically controlled.
