Security and defence have become the new front lines of the European project. The time has come to build a Security and Defence Union capable of delivering security to Europe’s citizens and the wider continent in a challenging international environment. It should be based on five qualitative leaps: a security strategy for Europe, an institutional revamp, renewed military ambition, integration of defence capabilities and a new partnership with NATO. With the forthcoming Global Strategy on Foreign and Security Policy, the follow-up ‘white book’–process and the Commission’s defence action plan, 2016 offers the strategic sequence necessary for the Union to move forward.
