Points of Distribution (PODs) are temporary facilities for distributing emergency relief supplies for affected people during disasters. Emergency managers have to set up PODs in close proximity to affected communities and sufficient relief supplies and also to reduce waste to minimize costs. Setting up more PODs with abundant resources increases convenience,but can also be very expensive. In this dissertation,I propose a two-step strategy for selecting POD sites,which includes two double-objective mixed binary linear optimization models. The first proposed model attempts to minimize the total cost of establishing PODs,while maximizing POD utility; the second model attempts to minimize the total cost of transfer commodities,while maximizing the victims' satisfaction. The second model can improve the fairness and effectiveness if there is any uncertainty that happens during a disaster. I propose a simple preprocessing strategy to solve the POD models over large geographical areas. The model is applied to data for Lafayette Parish,LA. Results of the model are evaluated for the POD data available from Lafayette Parish.
