Gateway Cities,the distressed older industrial cities known for their historic role as gateways to the middle class,are a primary focus of Massachusetts' current economic development policy. This paper provides important context for the evolution of these cities and their role in state economic development policy. It builds off of a growing body of literature regarding revitalization of small and mid-size older distressed cities across the country. Analysis is undertaken on a data set of the past five years of state capital investment in physical infrastructure,one of the most important ways the state promotes revitalization in Gateway Cities. The spatial distribution of investments is examined in greater detail within three cities. This is accompanied by basic demographic change over time information highlighting the ways in which Gateway Cities differ. Key opportunities are identified for increasing the return on investment for the state and the quality of life for residents living in Gateway Cities.
