The roles of European coastal sub-national levels thereafter,regions) were analyzed through empirical research during the development of the EU Maritime Policy 2005--2006) and its initial steps of implementation 2011--2012). This research was conducted in the context of multilevel governance,integrated ocean policy,and the ecosystem approach and provides a baseline for the EU Integrated Maritime Policy IMP)---how was ocean policy from the perspective of regions in Europe before the EU integrated ocean policy? The evidence found shows that regions not only have a role in the EU IMP but that they are legitimate partners of the IMP,thus constituting a new layer in the EU integrated ocean policy. However,the role of regions,especially in unitary member states with centralized governments,tends to be very dependent in the own initiative of regional managers and political leaders,as jurisdiction and management beyond the shoreline tends to be entrusted to central governments. This situation may change once countries further position themselves in implementing ocean policy,otherwise effectiveness of policy implementation on the ground maybe at stake. The results of this research show that the EU ocean policy is a multilevel enmeshed governance process composed of territorial and functional jurisdictions. Evidence also indicates that the EU regions are emerging as a new layer in the global ocean governance arena. In accordance with the findings and the major trends and principles of integrated ocean management,a management model is proposed to integrate the different levels of EUs activities,including the EU basins. This model is driven by the ecosystem approach,subsidiarity,and the EUs objective of sustainable development. The baseline produced in this study provides valuable information for future evaluations of the IMP implementation,as well as about regions and their respective countries. In addition,it contributes to the scarce body of literature of empirical studies of multilevel ocean governance,including vertical integration of ocean policies in an international setting.
