This Masters Degree Project is an examination of sustainable tourism development using the Pender Islands of British Columbia as a case study. The knowledge gained was then used to provide recommendations as to how the people of the Islands might better use tourism to sustain and preserve their chosen way of life. These recommendations include the need to establish clear objectives,to determine a local carrying capacity,to involve the community,to improve marketing and information,and establish a more focused transport management strategy. The Pender Islands experience shows that sustainable development is both a process and an end goal. Public participation on the Islands has called for the articulation of guiding sustainable development principles and is itself one of those principles. On the Pender Islands public participation has been a dynamic,ongoing process shaped by their unique political and social context. Its major flaw is that it is too often reactionary and unfocused.
