Pollution prevention (P2) is a term used to describe production technologies and strategies that result in eliminating or reducing waste streams. The idea underlying P2 is that it makes far more sense for a generator not to produce waste than to develop extensive treatment schemes to ensure that the waste poses no threat to the public or the quality of the environment. While most private and public sector agencies agree that P2 makes much more sense than alternative waste management strategies, P2 is diffusing at a rate far slower than would be expected.;Planners frequently serve in the role of change agents working with limited resources to try to influence the innovation adoption decisions of others. This thesis speculates that planners can make use of certain external resources (change agent aides), who are more socially similar to their constituents, to help promote their ideas and projects. It specifically examines the role of Publicly Owned Treatment Works as change agent aides to State P2 change agents in the diffusion of pollution prevention technologies. The thesis compares P2's innovation characteristics and methods implemented to diffuse P2 to those of other innovations.;Six detailed case studies are examined with respect to their decisions to adopt or reject a single P2 technology, membrane filtration in fabricated metals and maintenance applications. This technology has shown strong advantages in its ability to recycle cleaning chemicals and metal working fluids. Four of the cases ultimately adopted the technology while 2 rejected it.;The thesis explains key factors and events that influenced the various adoption/rejection decisions regarding this technology. Additionally, the efforts of the State P2 change agents to promote the technology are evaluated along with the impacts of involving change agent aides (publicly owned treatment works). The thesis also provides a model of how this concept could be applied to other planning disciplines and specifically defines how the model could be applied for the facilitation of P2 adoption on a national level.
