我国发展安全生产责任保险的几点思考

摘要
安全生产责任保险已经在我国试点多年,对我国安全生产的发展起到了巨大的推动作用。随着立法进程的推进,安全生产责任保险将作为强制保险在八大高危行业推广。目前,我国安全生产责任保险的相关政策逐步完善、试点经验逐渐丰富。与其他风险管理方式相比,安全生产责任保险无论从保障程度、覆盖范围以及资金使用效率上看,更加符合高危行业风险管理的需求。在我国,发展安全生产责任保险也面临有效需求不足等多种挑战,我们应完善相关政策法规,加强对潜在投保企业的引导和激励,并对经营安全生产责任保险的保险公司提供支持,以促进安全生产责任保险的发展。
Liability insurance of safty production has been piloted in China for several years,and it has played an important role in the development of our country's safety production.With the advance of the legislative process,it is expected to be promoted as compulsory insurance in 8 high-risk industries.At present,the relevant policies of theliability insurance ofsafety production are gradually improved and thepilot experience is gradually enriched.Compared with other risk management methods,theliability insurance ofsafety production is more consistent with the requirements of risk management in high-risk industries,whether it is from theaspectsofthe guaranteelevel,coveragearea or efficiency of capital use.In China,the development of theliability insurance ofsafety production also faces many challenges such as deficiency of effective demand.We should improve the relevant policies and regulations,strengthen the guidance and incentives for potential insurance companies,and provide support for insurance companies operating in the insurance industry to promote the development oftheliability insurance ofsafety production.
