从深港方位探求开发性金融之湾区新发展观

摘要
推动香港融入新时代中国特色社会主义的发展大局,是党的十九大提出的一项重要政治任务。香港社会当前存在的突出问题是经济问题,重振香港经济的基本出路是大力推进"再工业化"改革,使之融入"一带一路"和粤港澳大湾区等国家发展大局。开发性金融作为中国特色社会主义金融体系的重要组成部分,具有"政策支持+市场培育"的双向职能,与香港当前经济结构转型升级具有很高的契合度。本文首先从开发性金融的视角阐述了香港经济面临的主要问题,进而剖析了开发性金融在服务香港经济过程中存在的制约因素,并针对开发性金融在香港的创新发展提出了政策建议。
To support Hong Kong in integrating its development into the overall development of the country is an important political task put forward at the 19 th National Congress of the Communist Party of China.The current outstanding problem in Hong Kong is the economic problem.The basic way to revitalize the Hong Kong economy is to vigorously promote the"reindustrialization"so as to integrate it into the big campaigns for national development such as the"Belt and Road"and the"Guangdong-Hong Kong-Macao Greater Bay Area".As an important part of the socialist financial system with Chinese characteristics,development finance has a two-way function of"policy support+ market fostering"and is highly compatible with Hong Kong's current economic restructuring and upgrading.This article first elaborates on the major problems facing the economy of Hong Kong from the perspective of development finance,then analyzes the constraints of development finance in serving Hong Kong's economy,and makes policy proposals for the innovation of development finance in Hong Kong.
