江苏省产业技术创新战略联盟绩效评价——基于2009-2017年数据

以江苏省相关产业技术创新战略联盟为评价对象,利用数据包络分析法(DEA法),对联盟企业2009-2017年的技术创新投入产出绩效进行了评价,并与联盟外同行业相关企业的绩效进行了比较分析。结果显示,联盟内企业从2012年以后整体效率呈现稳步上升的态势,且高于联盟外企业,而联盟外企业的整体效率在相对均衡的区间内有所波动。联盟内企业的纯技术效率也比联盟外企业表现更出色,且联盟内企业的专利申请数量远高于联盟外企业。但联盟内企业的规模效率和财务效率却相对较低。说明联盟的成立有助于促进创新能力的提升,但联盟内企业在内部管理效率上有待加强。
Taking the strategic alliance of industrial technological innovation in Jiangsu Province as the evaluation object,using data envelopment analysis(DEA)method, this paper evaluates the Input-output Performance of enterprises in the alliance from 2009 to 2017, and compares the performance of enterprises in the alliance with those in other industries outside the alliance. The results show that the overall efficiency of enterprises within the alliance has increased steadily since2012, and is higher than that of enterprises outside the alliance, while the overall efficiency of enterprises outside the alliance fluctuates in a relatively balanced range. The pure technical efficiency of enterprises in the alliance is also better than that of enterprises outside the alliance, and the number of patent applications of enterprises in the alliance is much higher than that of enterprises outside the alliance. However, the scale efficiency and financial efficiency of enterprises in the alliance are relatively low. It shows that the establishment of alliance is helpful to promote innovation ability. However, the internal management efficiency of enterprises in the alliance needs to be strengthened.
