新矿政对地勘单位投资探矿权的影响研究

摘要
国家出台实施新的矿产资源有偿使用政策(简称"新矿政"),必将对企业、单位投资矿产资源勘查、开发,促进经济社会可持续协调发展产生重大、深远的影响。文章概述新矿政的内容,比较新旧矿政的区别,分析国家出台实施新矿政目的和意义;研究解析新矿政在制度上、区域上、时间上对国有地勘单位投资探矿权带来的机遇,及其所带来的投资风险增加、资金压力、管理难度等方面的挑战,进而提出投资探矿权要提高投资意识、执行能力、风险管控能力等多项建议,以及成立信息调查机构、搞好业财融合关系、加强能力建设、重视科技引领、强化风险管控等措施。
New policy on the paid use of mineral resources introduced and implemented by the government of China will have important and far-reaching implications for enterprises and units’ investing in mineral resources exploration and development as well as for promoting balanced and sustainable economic and social development. This paper has analyzed the institutional, regional, and temporal opportunities that the new policy has brought to the state-owned geological prospecting units to invest in mineral exploration rights, as well as the challenges in the growth of investment risk, financial pressure, and management difficulty. On this basis, this paper offers some suggestions such as enhancing the awareness of investment, improving the ability to execute and the ability of risk control. In addition, some measures are also introduced. These include: setting up an information investigation institution, improving the relationship between business and finance, strengthening capacity building, attaching importance to science and technology leading,and enhancing risk control.
