摘要
"双一流"建设的提出,既为我国高校的发展带来新的活力,也为高校的指明发展方向,确定实现路径。师资是一所高校实现人才培养、科学研究、社会服务、文化传承创新基本大学职能的支撑资源,是一所高校保持持久竞争力、强大发展优势和突出发展特色的命脉所在。在"双一流"建设背景下,抢人、挖人成为当下高等教育的热词,高校教师流动也就成为常态。高校教师流动出现失序、失衡,甚至是失控,大大加剧高校间的发展差距,严重影响学术共同体的学术产出,最终不利于国家"双一流"建设发展大局。高校教师合理有序可控的流动是建设"双一流"的基础,而多主体参与则是实现合理有序可控目标的根本,综合发挥流动主体、行政主体、学术共同体的作用,建立高校教师流动的良好秩序、平衡状态和可控局面,以一流师资助力"双一流"建设。
        The proposal of"double first class"construction has brought about new vitality to the development of Chinese universities,and it has also pointed out the development direction and determined the realization path for them.Teachers are the supporting resources to achieve the basic university functions of personnel training,scientific research,social services,cultural heritage and innovation.It is the lifeblood of a university to maintain lasting competitiveness,strong development advantages and outstanding development characteristics.Under the background of"double first-class"construction,therefore,college teachers change and hop their jobs more often than ever and the flow of college teachers has become very common.The out-of-order flow of college teachers has resulted some serious problems.The reasonable,orderly and controllable flow of university teachers is the basis for the construction of"double first-class",while multi-subject participation is the foundation for achievement of rational,orderly and controllable goals,comprehensively exerting the role of flow subject,administrative subject,the academic community,to establish a good order,balance and controllable situation for the flow of university teachers,with"first-class teachers"to help the construction of"double power class".
