摘要
通过分析国内外主要污染物排污权交易业务发展趋势以及业务管理系统应用现状,以重庆市主要污染物排污权交易业务管理的流程为主线,设计了主要污染物排污权交易系统的框架,研发了排污企业用户注册审核、初始排污权核定分配、排污权清缴管理、储备登记审核、监管督查和回购清缴审核等功能模块的电子化管理平台,并与市联合产权交易业务系统集成,实现了管理与交易分离、市—区(县)分级管理的在线注册、审核审批、实时交易的全过程管理的排污权交易信息化管理。
Through analysis of domestic sewage situation design and application of trading business trends and information system,based on the emission trading in Chongqing city business management process as the main line,designed the framework of emissions trading system,developed the electronic management platform of enterprise user registration audit,the initial sewage emission rights approved emission rights allocation,function module payment management,audit,supervision and inspection of registered reserve repurchase settlement audit etc,and it integrates with city joint property rights transaction service system,to achieve the management and transaction isolation,city district(county) emissions trading information management classification management,online registration,examination and approval of the real-time transaction.
