农业循环经济发展模式研究

摘要
在面对人口剧增、资源短缺、环境污染三重因素的制约下,研究农业循环经济对转变传统农业经济增长方式,缓解资源与环境约束矛盾,实现可持续发展具有重要的理论价值与现实意义。
     本研究在前人研究的基础上,从农业循环经济优化模式提出的背景和研究的目的意义出发,分析了国内外循环经济、农业循环经济发展的现状,对农业循环经济的内涵、特征、层次结构及发展模式进行了阐述和探讨;并立足南平市农业发展现状,分析了南平发展农业循环经济的优势、劣势、机遇与挑战,讨论了南平市发展农业循环经济的思路和对策。研究结果如下:
     (1)南平农业循环经济发展基础研究:结合南平市自然环境概况、自然资源、社会经济发展现状,对南平市发展农业循环经济的基础和条件进行分析,结果表明南平市自然环境优越、自然资源丰富、社会经济发展迅速;南平市农业和农村经济发展基础良好,形成了具有南平地域特色的农业产业发展布局,发展农业循环经济前景广大;调查了南平市能源与环境问题,并开展了南平市发展农业循环经济的SWOT分析。
     (2)南平市生态功能区划研究:从南平市现有农业空间布局和区域环境特征出发,在宏观、中观、微观各层次上进行生态功能区划,提出了重要生态功能保护区、中低山与丘陵农林牧区、河谷地带城镇发展区等几个区域的生态控制及其策略。
     (3)南平农业循环经济的发展模式研究:根据南平市生态功能区的定位,重点探讨了“家庭绿岛式”微循环模式、企业为主体的小循环模式、农业循环经济示范园区为主体的中循环模式、政府主导的大循环模式等南平市典型农业循环经济发展模式类型的原理、特点及案例分析。
     (4)南平市农业循环经济发展水平评价研究:通过建立农业循环经济发展水平评价指标体系,定量评价南平农业循环经济发展综合水平以及发展障碍因子,并将其运用于生产实践,取得了良好效果。
     (5)南平市发展农业循环经济的思路与对策研究:从转变观念、构建政策体系、法律体系、考评机制、技术支撑体系、服务体系以及加强国际合作等方面有针对性地提出南平市农业循环经济发展的实施途径与保障措施。
Under the control of population explosion, resources shortage, environmental pollution, the researchof agricultural circular economy is of important theoretical value and practical significance to transformingeconomic growth mode of traditional agriculture and relieving the contradictions of resources andenvironmental constraints, which in turn to achieve sustainable development.
     Based on previous studies, this study is put forward under the background of optimizationmodel of agricultural circular economy and the research objectives and significance. The author analyzedthe situation of circular economy and agricultural circular economy at home and abroad; probed into theconnotation, characteristic, hierarchy of agricultural circular economy and development mode; based on thestatus of agricultural development of Nanping, analyzed the development of agricultural circular economy'sstrengths, weaknesses, opportunities and challenges; and discussed the ideas and measures for thedevelopment of agriculture circular economy in Nanping City. The results are as follows:
     (1) The development foundation and condition of agricultural circular economy in Nanping City wasdiscussed on the basis of environmental general situation,natural resources and the socioeconomiccondition of Nanping City. The present situation of agricultural circular economy development in NanpingCity was diagnosed. The results showed that Nanping had superior natural environment, rich naturalresources and rapidly developed social economy; Nanping had a good foundation of agriculture and ruraleconomy; a agricultural industry development layout with Nanping regional characteristics was alsocreated, showing a good prospect in the development of agricultural circular economy; the energy andenvironment problems in Nanping City was investigated; and the SWOT analysis of the development ofagricultural circular economy in Nanping City were also analyzed.
     (2) From the existing agricultural space layout and the regional environmental characteristics, westudied the ecological function zoning in Nanping City. At the macro, meso and micro ecological functionregionalization on all levels, we put forward the ecological control and strategies in important ecologicalfunction protected areas, low hills forestry and pastoral areas, river valley rural development area etc.
     (3) The development patterns of agricultural circular economy were studied.In line with the locationof Nanping ecological function area, particular attention was focused on several development patterns, such as “Family Green Island” microcirculation model, enterprise minor-cycle model, agricultural circulareconomy demonstration district model, and government-leading model.
     (4) The comprehensive efficiency evaluation system of agricultural circular economy in Nanping Citywas also constructed.Through the system, we can have quantitative evaluations on the general proficiencyand obstruction factors in the development of agricultural circular economy in Nanping. Then the systemcan be applied to productive practice.
     (5) The ideas and strategies of agricultural circular economy in Nanping City for the future wereproposed.From transformation of ideas, establishment of policy systems, legal system, evaluationmechanism, technical support system and service system, and strengthening international cooperation, etc,the author put forward the implementation way of the agricultural circular economy development andsafeguard measures.
