国家级高新技术产业园区技术创新网络研究

摘要
当今世界高新技术产业的发展已经成为衡量一个国家和地区综合经济实力的重要标志。而高新区作为国家和地区技术创新的源泉,在地方经济、国家经济、乃至世界经济发展的地位已勿庸置疑。高新技术所蕴含的高投入、高风险、高失败,使得现代企业的创新活动己由过去那种相对独立的、内部的、偶然的创新模式发展成为持续的、网络化的、系统性创新模式,并由此衍生出分工与协作并存的技术创新网络的形成与发展。技术创新网络已成为产出技术成果、提升区域技术创新能力和实力的重要保证,这在美国硅谷、台湾新竹等高新区的发展中得以证实。因此,对高新区技术创新网络进行研究,对我国技术和经济的发展具有重要的理论和现实意义。
     首先,本文在对技术创新网络相关概念进行界定的基础上,构建了我国高新区技术创新网络结构模型,并对技术创新网络的结点构成、网络与外界环境的关系、网络特征等问题进行了分析。
     其次,本文按照点——线——网的研究思路,对创新网络的运行所涉及到的结点功能、联结关系、网络协同效应进行分析研究;并从四个方面对技术创新网络的竞争优势进行分析和阐述。
     第三,本文突破对创新网络多为描述性研究的局限,对创新网络的演化进程、网络联结机制的优化、以及网络的系统性创新等问题进行深入的研究,并指出制度安排对实现网络系统性创新的重要作用。
     第四,本文选取不同发展阶段、不同发展模式的高新区技术创新网络作为案例进行详细的对比分析,找出它们成功的原因,以及对我国高新区技术创新网络发展的借鉴作用。
     最后,本文分析了我国高新区技术创新网络建立与发展中存在的主要问题,并结合我国实际,从优化制度安排与完善制度环境两个方面提出我国高新区技术创新网络建立与优化的对策建议。
The high-technology industry’s development has been considered as a very important testifies for the comprehensive science and technology power to a country or region. At the same time, the high-tech zone is the most important base for science research and technology innovation all over the world. The competition between the high-tech companies or institutions has transferred the innovation pattern greatly from the individual, internal and accidental pattern to the interactive, cooperative and systematic pattern. Networks of innovation have emerged gradually from the innovation based on widely cooperation between companies and, or research institutions. Technology innovation networks has been a effective course to increase the power of innovation for high-tech region, which has been proved by the legendary development of American Silicon-Valley and Taiwan’s Xinzhu high-tech zone.
     First all, the technology innovation networks has been studied with worldwide experience for innovation networks. The research emphasis has been given not only to the node of the networks, but also to the linkage between the nodes, which represent company, university and other service institutions. The function of individual code, the relationship between them and the coordination effect of whole networks have been studied using management and economics theories. Then the locus of the innovation networks has been studied, in which optimistic mechanism design has been presented to avoid the low efficiency in the small part of the network. And the opinion has been presented that the process of optimism of linkage between different codes is very important for the realization of network’s systematic innovation.
     In the end of the dissertation, different development pattern of high-tech zones have been compared as cases for innovation network’s evolution. Useful and respective police suggestions have been proposed to the process of second venture for China’s high-tech zones.
