小城镇土地资源开发与管理研究

摘要
改革开放以来,随着我国城镇化的步伐加快,小城镇数量猛增。小城镇建设在取得有目共睹成就的同时,也存在着许多问题,其中土地问题比较突出。如何正确认识和对待小城镇建设中的土地问题,具有十分重要的意义。小城镇建设是运用小城镇的各种要素在一定区域内进行配置、改造和发展的过程。土地资源是小城镇建设中的宝贵要素,土地既是进行小城镇建设的重要载体,也是制约小城镇发展的重要因素。面对我国人多地少的国情,在小城镇开发建设中,对土地进行开发和管理的研究有着重要意义。
当前,我国小城镇已进入快速建设阶段,小城镇建设是社会各界关注的热点,其中一个核心问题就是土地有效开发与集约利用问题。随着城镇化进程的不断加快,我国小城镇土地利用面临着严峻的考验。土地是不可再生资源之一,极其宝贵,土地合理利用是经济发展和社会进步的重要基础。我国人口众多,资源相对不足,土地资源尤为紧缺,因此要大力提倡小城镇在建设过程中坚持土地的合理利用。但我国小城镇的土地开发建设的现状不容乐观。区域经济快速发展导致了小城镇土地开发建设在规模和结构上的迅速变化,产生了许多普遍问题,如土地利用无序、利用粗放、土地利用集约化程度偏低,建设用地与耕地的矛盾日益显著,土地破坏、污染、浪费严重等等,造成“半城市化”、生态恶化等严峻的问题。这是小城镇土地开发建设中的两难困境,它表现出一种短期利益与长期利益,地方政府、开发商与当地住民的矛盾。在目前人口、资源、环境问题日益加剧的情况下,土地作为不可再生资源,对它的开发建设进行科学管理具有重要意义。
本文从宏观和微观两个层面对小城镇建设及其土地问题进行了初步研究。笔者从小城镇的概念入手,分析我国城镇化中选择小城镇发展战略的客观必然性,并回顾了伴随我国小城镇发展历程中的土地问题的历史演进。论文结合我国小城镇发展的现状,着重对我国小城镇建设中的重大土地问题进行分析。在此基础上,文章讨论了小城镇建设中土地开发与管理的几种有代表性的发展模式,概括了其特征,探讨了小城镇土地开发与管理的原则与方向,并尝试对其成因作出论证。最后,文章立足陈家镇的土地管理实践,以土地增减挂钩管理为例,有针对性地提出了完善土地管理的学理性对策建议。
