中国煤炭产业竞争力评价模型及提升路径研究

摘要
伴随世界经济发展和全球经济一体化进程的深化,国际间的产业竞争日益加剧,各国经济发展比较研究也取得相应的发展和提升。其中,对于各国产业竞争力的评价研究尤其引人瞩目。美国哈佛大学教授波特(Michael Porter)是第一位从产业层次研究国际竞争力的学者,他首先改变了传统产业的定义方法。他把产业国际竞争力定义为:一国在某一产业的国际竞争力,为一个国家能否创造一个良好的商业环境,使该国企业获得竞争优势的能力。本文正是基于波特的产业竞争力理论,结合我国煤炭产业实际情况,对于影响我国煤炭产业发展的主要因素从静态和动态两个方面进行了比较全面、系统的分析和研究。
     煤炭产业作为我国的能源基础性行业,对于我国经济持续、快速、健康发展起着非常重要的能源体系支撑作用。而对于我国煤炭产业竞争力发展的理论研究还处于初级阶段,研究还没有在广度和深度上得到充分的扩展,特别是对于我国煤炭产业竞争力评价体系的系统建立和相应的数量模型的研究还很欠缺。煤炭产业具有自身的特点和固有属性,从使用资源的角度看,煤炭产业竞争力有资源专有性,从市场结构的角度看,煤炭产业竞争力缺乏集约性,从产业链角度看,煤炭产业竞争力有广泛的波及特性,从煤炭企业发展的生命周期性角度看,煤炭产业竞争力具有周期性。
     本文针对我国煤炭产业发展的现状以及对比和分析我国煤炭产业与国外其他主要产煤国之间的差距和不足,借鉴波特产业竞争力“钻石模型”,结合煤炭产业的特点,在对煤炭产业竞争力形成机理的分析和总结的基础上,首次提出煤炭产业竞争力的评价模型——SCEC模型。对于SCEC模型,本文在第三章节进行了比较全面的剖析和论述,同时,笔者运用调查表的形式收集一手资料,对于评价模型的科学性、系统性进行了进一步的分析和论证(参见附录3)。
     煤炭产业竞争力评价SCEC模型的建立,对于分析和评价我国煤炭产业国际竞争力提供了更加准确和可靠的理论工具。本文首次引入未确知聚类的数理方法,依据SCEC模型,收集各主要产煤国家相关数据,对各国的国际竞争力情况进行了量化分析,得出对于我国煤炭产业持续、健康发展的有益结论。进而,
With the world economic development and the globe economy integrated course deepened, international industrial competition has been increased increasingly, at the same time , the comparative research in every nation has been developed and improved. Especially the international industrial competitiveness evaluation research has been attention in the world. Professor Michael Porter of the Harvard University is the first scholar who researched the international competitiveness from the Industrial levels, and changed the traditional industrial defined laws firstly. The new international industrial competitiveness definition is whether one nation could creative the suitable business surroundings to make one nation' s enterprises could acquire the ability of competed advantage. The paper wanted to base on the Poter' s industrial competitiveness theory, referenced to the practices of the coal industry in China, analyzed and researched the main factors affected the coal industry development in China from static state and dynamic state completely.
    Coal industry is the foundation of the energy sources industry in China. It is very important to the economy development in China. However, the research of the coal industrial competitiveness theory in China isn' t perfect, the research hasn' t been extended from the scope and deepness fully. It is very deficient to establish the evaluated system of the coal industrial competitiveness and to research mathematical model in China.
    Coal industry has one' s characteristics and inhered attributes. From the point of view of using resources, coal industrial competitiveness is characterized by appropriator. From point of view of market structure, it is short of the intensivism. From the point of view of industrial chains, it is characterized by affects. From the point of view of the life cycle of the coal enterprises development, the coal industrial competitiveness is characterized by periodicity.
    The paper aim at the actuality of the coal industrial development in China and analyze the gap and shortage between the coal industry in China
