高校后勤社会化及其资产管理模式的探讨

摘要
高校后勤社会化是当前我国高等教育的重要组成部分,是高等学校内部管理体制
    改革的重要环节。高校后勤社会化改革的过程,实质上是高校后勤领域中政府职能、
    高校职能和市场功能的调整改组过程,其目的是合理地配置、利用后勤资源,提高社
    会效益和经济效益。要实现高校后勤社会化,就必须打破高校封闭式管理模式,将高
    校后勤置于社会主义市场经济体制下的社会化分工格局之中,按高校后勤之应有功能,
    重构政府、社会、学校三者之间的关系,按现代企业规律将高校后勤产业组建成为便
    于学校控制又具有相对独立的企业实体,建立适应高校发展需要的新型服务、生产、
    经营、融资和劳资管理的运行机制。
     目前,高校后勤社会化改革中存在的主要问题是国有资产的管理问题。在我国高
    校中,后勤国有资产管理中普遍存在着管理体制和运行机制不合理、管理制度不健全、
    方法不到位、资产隐形流失严重等问题。因此,要保证高校后勤社会化改革的顺利进
    行,必须加强国有资产的管理。
     本文从后勤改革的实际出发,对我国高校后勤社会化改革的一般概况及其实现途
    径作了一番分析。在论证的过程中,本文综合运用了系统、比较的论证方法,研究了
    我国高校后勤社会化的模式,并比较了中外高校后勤模式的差异。在此基础上,本文
    还着重探讨了高校后勤社会化改革中对后勤资产的管理问题以及高校后勤实施股份制
    改造的模式及途径。最后,本文以华中科技大学为例,介绍了他们的后勤改革经历以
    及所取得的成功经验。
The rear-service in colleges and universities is an important part of higher education and a vital link to the reform of management system within colleges and universities. The course of socially reforming the rear-service system in colleges and universities,in substance,is one of adjusting and reorganizing the functions of government,college and market in this field,the aim of the reform is to reasonably dispose and utilize the rear-service resources,and improve its social and economic benefits. In order to socialize universities' rear-service,the rear-service department should be put in the socialization structure under the socialist economy system,and the closed reform mode of it should be broken down. The relationship among the government,society,and university should be reconstructed according to the functions of universities' rear-service. A new operation mechanism of service,production,management,funds circulation and relationship between labor and capital should be established to meet the requirement
    s of transforming universities' rear-service into an enterprise entity.
    At present,the main problem that exists in socially reforming the rear-service system in colleges and universities is how to manage the state-owned assets. In the process of the socialization of rear-service in colleges and universities,there are defections in the managerial and operational system with the state-owned assets,and there are also problems in the managerial rules and approaches. As a result,the state-owned assets is recessively devalued. So in order to insure the sustained development of socialized rear-service. We must strengthen the management of state-owned assets.
    Based on the fact of rear-service reform,this paper discusses the general situation and approach to reforming colleges' rear-service socialization. In the process of demonstration,this paper studies the mode of the socialization of rear-service in colleges and universities by synthetically using systemic and comparative methods,and contrasts the mode of Chinese universities' rear-service with foreign countries'. On the basis of this,this paper mainly discusses the approach to assets management and the mode of share system in reforming colleges' rear-service socialization. In the end,following the example of Huazhong University of Science and Technology,this paper recommends the course and successful experiences of rear-service reform.
