试论我国公共危机处理体系的构建

摘要
全球化环境下,“危机”已经成为现实生活中的一种常态。而处于转型期的中国,在政治、经济、文化等各个方面都存在不稳定的因素,极易引发“危机”。而政府对危机事件的处理直接关系到其在公民心目中的权威地位和良好形象,进而关系到国家政权的生死存亡。因此,如何有效预防、应对及处理危机已经成为我国政府提高政府执政能力和治理国家的一个重大课题。
本文首先从概念界定入手,对危机及危机管理的概念进行了详细的阐述和界定,对公共危机的分类及特征进行深入的分析;并对危机管理的必要性以及影响政府危机管理效能的各种因素加以探讨,以上这些构成了本文的第一部分。
第二部分概括地描述了西方各国的危机处理体系的建立及建设情况,在此基础上,概述了他们危机处理工作的共同经验,从而看到其对我国政府公共危机处理体系的启示和借鉴。
第三部分为本文的重心。首先作者对我国的危机处理体系的现状进行分析,指出我国危机处理体系在各个方面存在的不足,进而在各国危机管理经验的基础上,着重阐述了如何建立适用于我国实际的危机处理工作体系,以期对我国政府进行危机处理有所借鉴、对完善和加强我国政府危机管理体制起到一定的积极意义。
Under the globalization environment, "crisis" has already become a kind of normality in actual life. In transformation period, China has unstable factors on such respects as politics, economy, culture, etc. it is extremely apt to cause "the crisis". And government's treatment to critical incident concerns its authoritative positions and good images in citizen's mind directly, and then concerns the final and decisive juncture of the state power. So how to prevent and deal with crisis effectively become a great subject of the country already, it on raising government's ability of administration and controlling.This text starting with the defining concept at first, has carried on detailed and deep exposition and defined to the concepts of the crisis and crisis management, then carry on deep analysis to the classification and characteristic of the public crisis; And probe into various kinds of factors of influencing government's efficiency and the necessity of crisis management, the above form the first part of this text.Second part have described briefly the setting-up and construction of the working system on crises of various countries of the west, on this basis, have summed up the common experience of dealing with their crisis, thus see the enlightenment and reference of constructing the working system to public crisis.The third part, It is the center of this text too. The current situation of the working system of dealing with crisis in our country is analyzed at first, point out the deficiency of the working system in all fields in dealing with crisis of our country, and then on the basis of experience of dealing with crisis from various countries, have explained emphatically how to set up the real suitable working system of dealing with crisis in our country, Hope to draw lessons from to our government to some extent dealing with crisis and get up certain positive meaning to perfecting and strengthening the crisis management system of our government.
