海外电力投资开发体系研究

摘要
伴随近年中国“走出去”步伐的加快，海外投资结构及投资规模呈现出高端化和扩大化的发展趋势，海外投资较之过去更具复杂性和风险性。
鉴于开发阶段在海外投资中所处的重要地位，因此，“走出去”的中国企业迫切需要构建科学高效的开发体系。但目前海外投资理论的研究关注于“走去出”战略、投资环境、区域选择、风险管控等方面，还没有系统地将理论与实践结合并指导实践的海外开发体系的研究。
针对近年海外电力投资发展迅速，且具有开发复杂、风险大的特点，故，以海外电力投资作为开发体系研究的对象，旨在通过研究，指导企业建立适于自身发展与投资环境的海外投资开发体系，进而提高我国“走出去”企业海外投资的开发效率及管控水平。
为利于海外开发体系的建设，论文提出并定义了广义开发期、广义投资决策和可行性研究广义化的新概念。
论文突破传统研究模式，将战略、目标作为开发体系的核心，按开发阶段顺序展开研究，构建了目标、流程、措施、方法、关键点的系统海外开发体系。
论文提出融合投资环境、产业环境、项目风险的分层递进选择式模型和方法。即首先进行广义宏观投资环境评价，通过后再结合产业及区域特点的微观区域评价，最后再进行复杂的项目评价。
论文构建了海外电力投资项目选择模型、标准模版、开发流程，提出了经济及风险评价方法，解决了微观项目投资“是否可行”问题。
为保障海外开发体系的高效运转，论文从安全、质量和合理性出发，将企业管理与项目管理、开发管理与风险管理、流程管理相融合，提出具体措施、办法，并针对开发中常见问题给出解决方法。
总之，本文海外投资开发体系建设的宗旨是将海外战略和投资目标作为设计的基础，将实力、风险承受力作为开发过程首要考虑的因素，将开发成本作为必须考虑的要素，将全寿命期的风险管理和项目管理贯穿于开发体系建设之中，将组织、风险、措施、方法与管理有机融合，以保证最终以低成本、高效率实现开发项目的可执行、可控制和可达标。
With an accelerated pace of China’s “go global” strategy, the overseasinvestment structure and scale demonstrate a trend of high-end orientation andexpansion. Therefore, overseas investment in the future will become increasingcomplex and risky.
In view of the importance of the development stage in overseas investment,those Chinese companies that have implemented the “go global” strategy have apressing need for scientific and effective development systems. However, thetheoretical research of overseas investment is more focused on the “go global”strategy, investment environment, region selection and risk control. There has beenno such research as a combination of theory and practice so as to create practicalguidelines for overseas investment.
Noting the fast growth of investment in the overseas power sector and itsinherent characteristics of being complex to develop and highly risky, overseasinvestment in the power sector is taken as a research object of development systemso as to offer guidelines to the enterprises and help them establish an overseas directinvestment development system which is suitable for their own development andinvestment environment. It is expected that the development system will furtherimprove the development efficiency and management and control level of “goglobal” enterprises in China.
The paper puts forth and defines such new concepts as broad developmentperiod, broad investment decision making and broadened feasibility study.
The paper breaks away from the conventional research methods by havingstrategy and objectives as the core of the development system, prioritizing theresearch based on different development stages, and consequently builds a systemicoverseas development system comprising of objectives, processes, measures,methods and critical points.
The paper puts forth a multi-layered progressive selection model and methodintegrating investment environment, industry environment and project risks. Toppriority is given to broad macro investment environment evaluation, followed bymicro regional assessment in connection with industrial and regional characteristics.The final step is the complex project evaluation.
The paper establishes the project selection model, standard templates, anddevelopment processes of overseas investment in the power sector, addressing the critical micro issue of whether the investment is viable.
To ensure the effective operation of overseas development systems, the paper,by combining enterprise management and project management, developmentmanagement and risk management, as well as process management from theperspectives of security, quality and rationality, puts forth specific measures,methods and solutions to common problems during development.
In summary, the guiding principle of building an overseas investmentdevelopment system is to treat the overseas strategy and investment objective asdesign foundation. Meanwhile, primary considerations ought to be given to thestrengths and risk tolerance in development process and development cost must betaken as a critical factor. Risk management and project management must beobserved during the complete life cycle by organically integrating organization, risk,measures, methods and management. The ultimate goal is to ensure that the projectcan be executed and controlled and reaches the investment requirements with a lowcost and high efficiency.
