企业集团综合计划管理系统的设计与实现

摘要
综合计划管理的目标是通过计划、组织、控制、协调与职能一体化来实现企业资源的最优配置,提高企业经济资源的使用效率,为企业的经营决策和筹资决策提供科学的依据。
     论文围绕“如何编制正确可行的企业综合计划”这个核心问题进行了深入的研究,针对如何评价企业综合计划,提出了一个三层综合计划评价分析模型。该模型分为输入层:获取数据;中间计算层:计算测算指标集;输出层:计算评价指标集及综合得分。
     基于本文提出的综合计划评价分析模型,我们设计并实现了企业集团的综合计划管理系统,对模型进行了验证。该系统基于B/S模式,采用.NET技术开发,包括专业计划管理、综合计划评价管理、统计业务、系统维护四个子系统,其中重点对计划模板制作工具、专业计划管理、综合计划管理的设计和实现进行了详细的阐述。
     综合计划管理系统为企业的综合计划管理提供了一个信息化的平台,在这个平台中,全面支持企业的整个计划管理活动,并由此提供了计划模板制作、专业计划填报与审核、综合计划评价与选优等功能,并可进行综合计划评价方案得分计算,能够满足企业计划管理的需要,从而真正改善企业集团的计划管理。
The comprehensive plan management system's target is for the best enterprise resource configures by integrating the plan, the management, the control and the communication. The comprehensive plan management system can improve the efficiency of the enterprise resource using and provide the science date resource for enterprise management and decision-making.
     The core problem of this article is "how to make a perfect comprehensive plan". We conducted an investigation into this problem. According to how to evaluate all kinds of plans, we set up a comprehensive plan evaluation model which has three layers. First lier: gain data (input level), second lier: computation of the indicators set (middle computation level), third Her: computation evaluation target collection indexes and the Composite scores (output level).
     Based on the comprehensive evaluation model, we designed and implemented the enterprise group's comprehensive plan management information system which has carried on the confirmation to the evaluation model. This system is based on .NET technology and includes four subsystems in term of the specialized plan management, the comprehensive plan evaluation management, the statistical business report, the system maintenance. It will focus on a detailed exposition of the design and implementation of the designer of a plan template, the specialized plan management subsystem, the comprehensive plan evaluation management subsystem.
     The comprehensive plan information management system has provided an information platform for enterprise's comprehensive plan management. The platform supports the whole enterprise plan management action, and provides the designer of user-defined plan template, the check of the special plan has been filled, the evaluation with choosing the excellent function of the comprehensive plan. The platform can meet with complex plan management of the enterprise, and thus truly improved enterprise group plan management.
