HH铁路工程总公司的经营管理

摘要
自我国实施经济体制改革以来，国有企业改革，一直是其中的主题和难点。
对国企改革的实施进程，主要经历了建立以厂长、经理负责制为核心内容的经营承包责任制和借鉴西方国家的产权组织制度理论为核心的公司制改造，两个主要阶段。从实践的效果来看，各有利弊，不可一概而论。但实践也证明了，国企改革的核心是经营机制问题。国企经营机制不适应市场经济的需要，而导致生存困难，竞争发展乏力，已成为企业界和学术界的共识。寻求一个适应国有企业参与市场竞争的经营模式，并探索一个稳定性强，操作成本适宜的实施途径，已成为学术界和企业界颇为关注的焦点问题。作为一种特殊类别工商类企业，建筑施工企业本身，具有强烈的个性特征。而长期依附于铁路运输业的国有建筑施工企业，更是其中的个例。但值得欣喜的是，国有企业改革的二十多年，形成了许多成功的经验和案例。学术界，也对其形成了日益完善的理论体系。为其经营机制的选择，创造了较为宽阔的理论研究和实践空间。
本论文选择案例研究体裁，用叙事的方式。——“HH铁路工程总公司”总经理上任为线索，通过其面临的路局用“红头”文件，断绝其施工任务来源，并将公司全面推向市场；X工程项目成本过高，形成了工程项目亏损；几次工作会议中，暴露出组织机构不适应市场竞争的几个突发事件，提出了“HH铁路工程总公司”的经营管理，无法适应经营需要的案例问题事实。
本论文在案例对策分析部分，以既有经营管理为主线，首先提出了转机机建制“12223”总体框架目标。系统地描述了实施“HH铁路工程总公司”经营管理改造的总体设想和实施方略。

和对策。
With the reform of the economy system in China, the state enterprise reform is not only the main subject but also the difficulty.
On the process of state enterprise reform, there are two main phrases, that is to say, the operation responsibility system taking factory director's manager responsibility system as the core and the company taking property right theory as the core transforms. On the point of practice, there are both good and bad. However, the key of the state enterprise reform is the management system problem, which doesn't adapt to the market economy. The main problems facing the state enterprise are the existence and the shortage of competence. More attention has been paid to the management system model by the academic circles and enterprise circles. As a special business enterprise, construction enterprise has definite feature, one of which is the enterprise dependent on railway transport industry in the long run. Fortunately, there has been lots of successful experience and program during the twenties reform. The theory system is improving increasingly, which makes good basis for the choice of management system.
In this article, a case is used in narrative way. The clue is the appointment of the general manager of the HH railway company-a fictitious enterprise. In the case, the situation facing the company is the "red head" documents, which put the company to the market competence, extra cost in the X program leading loss and several accidents that organizations don't adapt to the competence. All of these put forward the fact that HH railway company can't adapt to the development of
management system.
In the part of suggestions, the article, which makes the management reform as the main line, puts forward the "12223" general aim and sets forth in system the general plan carrying out management reform in HH railway company. This article describes the outline of carrying out reform for HH railway company in 6 chapters which includes "12223 "general aim, organization creation and so on.
