生态环境补偿机制下矿产资源价值评估与管理研究

摘要
生态环境补偿原理是基于生态学和经济学研究的有机融合,是当前资源、环境、经济领域所关心的热点问题。生态环境补偿原理在矿业经济中的运用,就是关心如何用经济的手段,对矿产资源开发利用过程中,生态环境的破坏者,或者由于他们开展的经济活动的直接受益者破坏了生态环境,政府或社会强制地采取一定的征税形式或收取相关费用,对环境保护者或影响者进行经济补偿,用来合理调控或适度控制矿产资源开发利用规模,实现资源开发利用、环境保护和经济的可持续发展,保持矿业经济发展和生态环境保护的和谐,最终实现经济、环境、社会协调的发展。而生态环境补偿实质是,基于人类生存和发展对良好生态环境的需要,要求对生态环境的直接或间接享用者,按照公平负担原则承担相应义务。因此,其中相关的关键问题是,如何才能达到既保护环境,又实现矿产资源的合理开发应用。特别是对于矿产资源的开发利用过程中,如何合理评价矿产资源的价值问题,如何在生态环境补偿机制下对矿产资源价值进行科学评估与管理,是迫切需要研究的问题,也是矿产资源管理过程中最为紧迫和困惑的问题之一。
     论文从理论和前人研究的基础出发,从文献综述中学习别人的研究成果和寻找可供论文写作的内容,通过分析前人的研究积累,借鉴他们对该领域的研究,参考相应的研究思路和方法,以生态环境补偿制度为重点,针对矿产资源价值评估的问题进行研究。
     矿产资源的生态环境补偿机制问题是一个理论与实践相统一的问题,需要理论分析与实践应用结合。论文研究分析的理论层面的探讨,实质上就是在寻找对矿产资源价值评估过程中,是解决将生态环境补偿机制有效地体现在评价分析的方法上、技术上、指标上和模型中的应用问题。研究在矿产资源开发利用过程中,造成的生态环境的污染和破坏,采矿业的利益者和受益者应该承担生态环境恢复责任问题。希望通过在矿产资源价值评估与管理过程中,考虑到生态环境补偿的要素。
     理论上讲,生态环境补偿可以采取经济补偿所需要承担的成本折现的经济价值来衡量。同时以矿产资源价值评估原理为基础,重点分析各种主要的评估方法以及生态环境补偿估值方法。并且通过前人的研究经验和相关评估理论方法,本文探讨了矿产资源价值评估模型的设计问题。
     一般而言,矿产资源价值的实际评估过程是一个复杂的系统工程,不光要遵守既定的评价原则,并且有许多的方法和模型,而且受到众多因素影响。其中模型的确定,参数的选择,指标的选定以及影响因素的分析都对评估结果会产生重要的影响。而矿产资源价值评估的结果,可以为矿产资源的勘探、开发利用、利用提供理论依据,为矿业行业的投资和绩效提供决策参考,为国家进行矿产资源的管理提供支撑。
     论文整体包含有七章。每一章节力图能够进行合理的衔接,具体的内容包括:
     第一章,绪论。本章主要是介绍论文选题与研究的目标;重点是对前人在论文研究方向所做的研究性工作进行总结,以文献综述的形式表现出来;同时,详细地介绍论文的创新点与研究过程结构,也对论文的研究工作的不足和有待完善的地方进行展望。
     第二章,研究所需的理论与相关分析方法。实现以相关的理论和分析方法为基础,重点是分析论文研究所涉及的相关理论与分析方法,为论文的撰写提供理论和技术支撑。本章重点介绍论文撰写的相关的理论与研究分析的原理。矿产资源开发利用生态环境补偿研究的相关理论,是本研究论文的基础。论文综合分析了生态环境补偿的基本原理和理论,矿产资源的价值评估的依据和分析方法以及生态环境补偿在矿产资源价值评估中的应用。
     第三章,矿产资源价值评估的基本原理和生态环境补偿分析。论文从具体的补偿原理出发,在矿产资源价值评估过程中,如何运用生态环境补偿理论进行相关研究。以矿产资源价值评估的原理为基础,介绍矿产资源价值评估的各种分析方法和原理。重点分析生态环境价值的评价原理与模型,对矿产资源价值评估的理论基础、评估方法和生态环境补偿在矿产资源评估中的应用进行分析。分析比较了各种评估原理、方法和计量模型,研究在矿产资源价值评估过程中运用生态环境补偿理论的内容。
     第四章,基于生态环境价值补偿机制下的矿产资源价值评估模型。论文从矿产资源价值评估的体系和相关内容出发,对不同的分析理论与模型进行比较和研究。试图通过模型分析,实现最优价值评估模型的选取,为矿产资源价值进行有效的评估提供可以参考使用的基本模型。同时,通过分析生态环境的价值问题研究,综合考虑进矿产资源评价体系,为生态环境补偿提供具体的可供利用的方法。
     第五章,生态环境补偿机制下矿产资源管理的可持续性研究。论文试图通过分析矿产资源的管理问题,以矿产资源的价值评估为主要的依据,研究中国对矿产资源三位一体管理内容,试图运用价值形成机制与相关的管理问题,解决当前中国矿产资源管理过程中的相关问题。
     第六章,案例分析。以云南省滇东南地区钨矿价值评估和云南铜矿可持续性管理为案例展开实证分析,借助案例的形式进一步深化矿产资源价值评估与管理问题对认识。
     第七章,论文研究的结论与展望。提炼和总结论文研究的结论,指出论文研究的不足和有待完善的问题。
     论文通过矿产资源价值评估模型的设计,进一步分析矿产资源资产价值评估与管理实践的问题。其中针对中国矿产资源生态环境补偿问题,提出了关于矿产实行“三位一体”管理的思考,通过对其管理本质、管理过程、基本要求和管理的障碍的分析,提出中国目前需要尽快建立和发展矿业资本市场,只有充分运用市场的竞争机制,才能实现矿业经济的发展,促进矿业经济有序和稳定发展。在利用两种市场和两种资源的机制下,实现矿业管理的市场化,通过政府的宏观调控促进矿业经济发展。并且试图运用价值形成机制探讨相关的管理问题,为解决当前中国矿产资源管理过程中的相关问题提供借鉴,同时以云南省矿产资源生态环境补偿问题为例,分析云南省矿产资源开发利用与生态环境保护的现状,探究云南矿业发展和生态环境保护的措施。
     在关于云南省矿产资源生态环境补偿问题中,本文以云南省滇东南地区钨矿价值评估和云南铜矿可持续性管理为例,运用相关的地质、矿产勘探的数据和相关的参数为依据,进行矿产资源价值评估,综合分析生态环境补偿机制在矿产资源价值分析与管理中的应用。
     论文的创新之处是围绕生态环境补偿条件下的矿产资源价值评估问题进行较为系统的研究,通过对生态环境补偿原理在矿产资源价值评估领域应用分析,结合矿产资源管理问题,试图将生态环境要素融入矿产资源价值评估过程中。创新点有:1)论文选题是当前矿产资源价值评估研究的学科研究前沿。探索生态环境补偿原理在矿产资源价值评估领域的运用问题,在借鉴前人研究工作的基础之上,分析在矿产资源价值评估中如何将生态环境因素加入评价体系问题;2)研究内容是目前矿产资源价值评估中急需解决的关键问题。论文在分析生态环境补偿原理的基础上,设计生态环境补偿条件下的矿产资源价值评估模型,试图将生态环境补偿原理运用到矿产资源价值评估的具体环节;3)研究注重实证分析。对论文所研究的理论与方法进行必要的检验,将具体的案例引入进行实证研究。针对当前矿产资源价值评估过程中,存在着重效益与效用,忽视生态环境保护的现象,分析云南的特定的地理环境和生态条件矿产资源价值评估与可持续管理问题。
The principle of ecological environment compensation is based on the organic fusion of ecology and economics, and it is a hot issue in the field of resource, environment and economy. The application of the principle of ecological environment compensation in mining industry economy is to discuss, in the process of developing and utilizing mineral resources, how to use economic means to force the destroyers of ecological environment to pay taxes and fees, thus to compensate the environmentalists. This principle can be also used to reasonably regulate and moderately control the exploitation and utilization of mineral resources, so as to realize the sustainable development of resources, environmental protection and economy. We must keep mining economy and ecological environmental protection developing in harmony, and finally achieve the goal that economy, society and environment develop concordantly. And the essence of ecological environment compensation is based on the demand of good ecological environment which is required by human survival and development. The essence of ecological environment compensation needs the persons who have directly or indirectly got benefits from ecological environment to protect it, and needs to undertake corresponding obligations in accordance with the principle of fair burden. Therefore, the key problem in it is how to achieve the goal that not only protecting the environment, but also realizing the reasonable development and utilization of mineral resources. Specially is how to reasonably evaluate the value of mineral resources in the process of developing and utilizing it, and how to reasonably evaluate the value of the mineral resources under the mechanism of ecological environment compensation. This question needs to be added in the research as soon as possible, and it is also the most urgent and puzzled problem in mineral resources management.
     Through investigating the regional conditions of mineral resources in Yunnan and according to the geological working situation in subject area, this paper attempts to use some means, which contain area's data and information of mineral resources, investment and financing mechanism and the principle of input and output, to evaluate the economic and social benefits of the protection and utilization of mineral resources in Yunnan. At the same time, according to the research of developing strategy of national public welfare geological, which is "stand out looking for minerals, pay much attention to the foundation, professional coordination, comprehensive deployment, strengthen research, focus on breakthrough, broaden the field, pay attention to service", the research tries to achieve a goal that realizing the breakthrough of looking for minerals in the short term and realizing a more and more important breakthrough of looking for minerals in the medium-term, thus to carry out a comprehensive evaluation and research for mineral resources. And then, on the basis of geological survey work in the past, the research has further analyzed the exploitation and environmental protection of mineral resources in Yunnan, so as to provide basic data and decision-making basis for local economic construction and social development.
     Based on the theory and basis of previous researches, through the analysis of previous researches and corresponding research ideas and methods, this paper, which takes the ecological environment compensation system as the key, undertakes a research about the value evaluation of mineral resources.
     The ecological environment compensation mechanism of mineral resources is a research point that conbines relative theory and practice, and the research needs the unification of theoretical analysis and practical application. The theoretical aspect of this paper is to look for the method of evaluating the value of mineral resources. And the purpose is to embody the mechanism of ecological environment compensation in evaluation method, technology, index and model.
     In the process of exploitation and utilization of mineral resources, this paper takes a research about ecological environmental pollution and destruction, and it holds a view that the beneficiaries in mining industry should undertake the responsibility of ecological environmental recovery. And it advocates that, in the process of evaluationg the mineral resources value, the research should take the elements of ecological environment compensation into consideration.
     In theory, the ecological environment compensation can be measured through the method that uses the economic value of cost discount borne by economic compensation. At the same time, based on the principle of mineral resources value evaluation, it focuses on the analysis of main evaluation methods of ecological environment compensation. And through the previous researches and related evaluation theories, this paper has discussed how to design the value evaluation model of mineral resources.
     In general, the process of mineral resources value evaluation is a complicated system, which not only should obey the established principle of evaluation, but also should use relative methods and models, and it is influenced by many factors. Among them, the determination of model, the selection of parameter and index and the analysis of affecting factors all have the important impact on evaluation results. And the results of mineral resources value evaluation can provide theoretical basis for mineral resources exploration, exploitation and utilization, and supply the mining industry with decision-making references about investment and performance. And the results also give supports to mineral resources management.
     This paper has seven chapters in total. Each chapter tries to be able to link up reasonably, and the concrete contents are as follows:
     The first chapter is introduction. This chapter mainly introduces the theme and the goal of the research. The key point is to summarize previous researches and show them out in the form of literature review. At the same time, this chapter introduces the paper's innovation points and research structure detailedly, and it also takes an outlook about the insufficiency of this paper.
     The second chapter mainly introduces the corresponding theories and analysis methods of this research. This chapter sets the related theories and analysis methods as the foundation, and the key of it is to analyze the related theories and analysis methods of this research so as to provide theoretical and technical supports for the paper. The theory of development of mineral resources and research of ecological environment compensation is the foundation of this paper. This paper has taken a research on the theory and analysis method of ecological environment compensation and synthetically analyzed the basic principle and theory of ecological environment compensation. And it has also taken the basis and application of ecological environment compensation in mineral resources value evaluation into consideration.
     The third chapter mainly contains the basic principle of mineral resources value evaluation and the analysis of ecological environment compensation. According to the specific compensation principle, this chapter discusses how to use the ecological environment compensation theory to undertake a research in the process of mineral resources value evaluation. At the same time, this chapter takes the principle of mineral resources value evaluation as the foundation to introduce the various analysis methods and principles of mineral resources value evaluation, and analyzes the principle and model of ecological environment value evaluation so as to give supports to the basic theory of mineral resources value evaluation, research method of evaluation and the application of ecological environment compensation. Moreover, it has also analyzed and compared the various evaluation principles, methods and measurement models.
     The fourth chapter is about the basic model analysis of mineral resources value evaluation. Through the system and related content of mineral resources value evaluation, this chapter gives a comparison and research about different analysis theories and models. It also tries to achieve the optimal selection of value evaluation model so as to provide mineral resources value evaluation with basic model for reference. At the same time, according to the research of the value of ecological environment and mineral resources, this chapter can provide specific and available method for ecological environment compensation.
     The fifth chapter mainly introduces mineral resources value evaluation and management. The chapter attempts to analyze the management of mineral resources and takes the mineral resources value evaluation as the main basis to research the "trinity" management mode. And it tries to draw support from the value formation mechanism and management to solve the current problem which has existed in the process of Chinese mineral resources management.
     The sixth chapter is about the case analysis of mineral resources value evaluation in Yunnan. With the help of value evaluation of tungsten and copper in Southeast Yunnan, this chapter has the aid of case analysis to research the formation and evaluation of the value of mineral resources.
     The seventh chapter introduces the paper's conclusion and prospect. This chapter refines and summarizes the research, and points out the shortage and insufficiency which need to be improved in this paper.
     Based on the design of mineral resources value evaluation model, this paper has further analyzed the subject, which is mineral resources value evaluation and management. Among them, in view of ecological environment compensation of China's mineral resources, this paper puts forward about the "trinity" management model. And through the analysis of the essence of management, the process of management, basic requirements and the obstacles of management, this paper comes up with the idea that China current needs to establish and develop the mining capital market as soon as possible. Only make full use of market competition mechanism can we promote and guarantee the mining economy developing orderly and steadily. In the use of two markets and two resources mechanism, this paper tries to realize the marketization of mining management and promote mining economy developing, which is by use of the government's macroeconomic regulation. And it also tries to use value formation mechanism and management method to solve China's current problems in the process of mineral resources management. At the same time, this paper, which takes the ecological environment compensation of mineral resources in Yunnan as an example, explores how to promote mining industry in Yunnan developing and protect the ecological environment, and it also gives an analysis about the exploitation of mineral resources and ecological environmental protection in Yunnan.
     In the question about ecological environment compensation of mineral resources in Yunnan, this paper, which takes the value evaluation of tungsten and copper in Southeast Yunnan as an example and uses the relevant data and parameters of mineral exploration as the basis, carries on the value evaluation of mineral resources and undertakes the analysis and research of ecological environment.
     The innovation of this paper is that surrounding the conditions of ecological environment compensation, we give a systematic research of the value evaluation of mineral resources. Through the principle of ecological environment compensation, which is applied in the value evaluation of mineral resources, this paper combines with the management of mineral resources and attempts to blend the ecological environmental factors in the process of mineral resources value evaluation. The innovations are as follows:1)The theme of this paper is the research frontier of the value evaluation of mineral resources. With the help of previous researches, this paper explores the problem that how to apply the principle of ecological environment compensation to the value evaluation of mineral resources, and it analyzes, in the process of mineral resources value evaluation, how to add the ecological environmental factors in evaluation system.2)The research theme is the current key problem which is needed to solve, and it belongs to the value evaluation of mineral resources. Based on the principle of ecological environment compensation, the paper tries to design a model of mineral resources value evaluation under the conditions of ecological environment compensation, and the paper attempts to blend the principle of ecological environment compensation in the concrete links of mineral resources value evaluation.3)The paper pays much attention to empirical analysis. The paper has made a necessary test on the theory and method of the research, and introduced a concrete case for empirical research. At the same time, in view of the phenomenon that people focus on efficiency and effectiveness, but ignore the ecological environmental protection in the process of mineral resources value evaluation, the paper plans to analyze the specific geographical environment and the problem of mineral resources value evaluation which is under the ecological conditions in Yunnan.
