连云港海岸带土地资源利用研究

摘要
土地是人类赖以生存和发展的物质基础,土地利用是海岸带综合管理的核心问题。作为陆地和海洋之间的过渡地带,海岸带是典型的填海造地和滩涂围垦交错带,也是土地开发利用强度最高的区域之一。作为新亚欧大陆桥桥头堡,连云港区位特殊,在国家生产力布局中占有重要位置。随着工业化、城市化进程的不断加快,连云港市海岸带区域作为土地开发与土地资源保护之间矛盾最为尖锐的地区,其土地利用现状、变化、驱动力研究具有一定现实意义。
     本文以连云港市海岸带区域为研究对象,应用环境资源经济学、区域地理学、土地规划学、城市规划学、系统控制学等学科的基本理论和观点,将战略思想引入土地利用规划中。面对未来土地规划的不确定性,强调从长远视角挖掘土地资源利用类别间的调配,思索时间和空间上的解决策略。接着采用理论与实证相结合、定性与定量相结合等研究方法对连云港市海岸带土地利用类型、数量分布和区位特征进行分析,然后对土地利用速度、程度和结构进行时空综合分析。结合连云港市海岸带土地利用情况,探求影响海岸带土地利用驱动力的影响因素,然后进行土地利用驱动力的主成分分析,最后针对连云港海岸带土地可持续利用提出政策建议。具体研究内容如下:首先,对连云港是海岸带进行“环境-经济-社会”系统分析。结合连云港市实际,对其海岸带环境发展、经济系统和社会系统发展概况进行深入调研及分析;其次,收集连云港市2000-2012年土地利用变化的数据,分析此阶段土地利用变化的特点与规律;再次,以土地利用现状为研究对象,对土地利用类型、数量分布就区位特征进行分析,然后对土地利用速度、程度和结构进行综合分析;最后,探讨连云港市海岸带土地利用变化驱动力,探求影响海岸带土地利用驱动力的影响因素,然后进行土地利用驱动力的主成分分析,寻求主要驱动因子。分析连云港市土地利用趋势,发现填海造地、建筑用地、滩涂水产养殖用地和未利用土地呈正增长,园林草、水域、海域呈负增长趋势;主成分分析法研究结果显示,GDP、人均消费和第二产业增加值与土地利用的相关系数较高,说明经济增长、城镇化和工业化是连云港市土地利用变化的主要驱动力;连云港市海域土地资源丰富,滩涂围垦、填海造地有利于优化土地利用结构。应发挥土地资源优势,加快推进港产城融合发展。在此过程中,应该节约土地资源,降低资源消耗、开发与保护并重,用地与养地相结合,统筹城乡尤其是海岸带的建设用地与农业用地。
Land is the material basis of human survival and development, and land utilization is the core issue of coastal zone management. As a transition zone between land and sea, the coastal zone is typical of an ecotone between land reclamation and beach reclamation as well as one of most developed and utilized regions. Lianyungang City is located in the joints of China's coastal economic belt and Longhai-Lanxin industrial belt, connected with Yangtze River Delta economic circle in the south, bordering the south of Shandong Peninsula, facing Japan and South Korea across the sea in east, and is the east bridgehead of the New Eurasia Land Bridge. It now plays an important role in the country productivity layout. With the rapid development of industrialization and urbanization, Lianyungang coastal area has became most acute in conflicts of land development and land resources protection, whose research on land utilization, change and driving force has certain practical significance.
     This essay studies Lianyungang coastal area as the object, and leads the strategic ideas into land use planning, in application of the basic theories and perspectives of several disciplines such as environmental resource economics, regional geography, land use planning, urban planning, and system controlling. In face of uncertainty about the future land use planning, the essay emphasizes digging into the deployment of land resources utilization category and speculating on the solving strategies from time and space in the long run. It then analyzes Lianyungang coastal land use type, quantity distribution of location characteristics, with the combination of theoretical and empirical, qualitative and quantitative research methods. Afterwards the essay has a comprehensive analysis of land use speed, extent and the structure from time and space. Combined with specific facts of Lianyungang Coastal land use, the essay explores factors that influence the coastal zone land-use driving force and analyzes its principal component. Finally, it presents some policy recommendations for sustainable land use in Lianyungang coastal zone. The details are as follows:first, to conduct a systemic analysis of Lianyungang Coastal Zone in view of "Environment-Economy-Society". Based on the actual situation of Lianyungang go deep into and analyze its coastal environment, economic development and social systems;Second, to collect land use change data of each districts and counties in Lianyungang from2000to2012, and analyze its characteristics and laws in this stage;Third,to explore research methods for Lianyungang land use change. Making use of current situation of land use, analyze Lianyungang coastal land use type, quantity distribution of location characteristics. And then comprehensively analyze land use speed, extent and the structure; At last, Probing into driving forces of land use change in Lianyungang coastal zone. Combined Lianyungang Coastal Land use specific facts, explore factors that influence the coastal zone land-use driving force and analyze its principal component, seeking the main driving factor. According to the research, Lianyungang should reduced and conserved land resource, balanced development and environment protection, attached equal importance to utilization and preservation of land, coordinated industrialization, urbanism and upgrade of agriculture, rationally arranged land resource between city and countryside.
