加快特色小镇建设推动广西县域经济发展

摘要
特色小镇是我国新型城镇化建设的有机组成部分,是乡村振兴战略发展格局的重要组成部分,是新时代县域经济发展的全新载体。广西培育和建设特色小镇具有区位优势、资源优势、交通优势以及历史文化传统优势。近年来,广西初步建立了一批国家级、省级和市级特色小镇,培育和建设成效显著。但广西特色小镇量少而质不高;对特色小镇理解不够而创新不足;产业层次不高而特色产业主导不强;融资过少而资金不足;政府支持力度不够。以特色小镇为载体全方位发展县域经济,应当加强组织领导,强化统筹协调;加强产业主导,壮大特色产业;加强政策扶持,落实要素保障;加强政府引导,激发市场活力;加强观念创新,突出建设重点。
Characteristic towns are an integral part of China's new urbanization construction, an important part of the strategic development pattern of rural revitalization, and a new carrier of county economic development in the new era. The cultivation and construction of characteristic towns in Guangxi has the advantages of location, resources, transportation and historical and cultural traditions. In recent years, Guangxi has initially established a number of small towns with characteristics at national, provincial and municipal level, which have achieved remarkable results in cultivation and construction. However, the quantity and quality of the characteristic towns in Guangxi are not high, the understanding of and the innovation for the characteristic towns is not enough, the industrial level is not high and the leading role of the characteristic industries is not strong, the financing is too little and the funds are insufficient, and the government support is not enough. To develop county economy in an all-round way with characteristic towns as carriers, we should strengthen organizational leadership for overall coordination, enhance industrial leadership to develop characteristic industries, realize factor guarantee with policy support, strengthen government guidance to stimulate market vitality,and strengthen concept innovation and highlight construction priorities.
