摘要

土地资源开发与利用的主体和方法不同,使得土地资源战略画地为牢,各自为政的现象比较突出。从人与资源的关系上看,土地资源安全应该从"数量、质量、结构和均衡"四个维度去认识其根本意义。土地资源安全战略目标包括精准感知、精明利用、精细整治和智能管控四个维度。土地资源安全战略的构建需要从技术、工程和管理三个维度来理解管控的机理,结合土地自然系统与人类活动发展的规律认识土地资源安全格局。
        The main body and method of land resource development and utilization are different, which makes the land resource strategy restricted and its individual politics more prominent. From the perspective of the relationship between people and resources, the fundamental significance of land resource security should be understood from the four dimensions of quantity, quality, structure and equilibrium. The strategic objectives of land resource security include four dimensions: precise perception, smart use, fine remediation and intelligent control. The construction of land resource security strategy needs to comprehend the mechanism of management and control from three dimensions of technology, engineering and management, and understand the land resource security pattern based on the laws of land natural system and human activity development.
