东莞市环保执法专项行动绩效评估及对策分析

摘要
从企业环保守法情况、信访投诉改善、公众评议3个维度,对东莞市环保执法"利剑三号"专项行动进行了绩效评估,结果表明,环保执法专项行动有效改善了重点监察区域的企业环保守法情况,降低了信访投诉案件的数量,但公众评议对于东莞市环境管理工作仍然不满意。建议充分利用地方环保立法权,增强环境监察力量,持续大力开展环保执法行动,加强普法等方面,解决突出环保问题,取信于民。
The article evaluated the special action performance of environmental enforcement in Dongguan from three dimensions, such as enterprise environmental protection compliance, complaint improvement and public evaluation. The results showed that the special action has improved the environmental protection law-abiding situation of enterprises and reduced the number of petition complaints in those key monitoring areas. However, the public was still unsatisfied with the environmental management in Dongguan. It was suggested to make full use of the local legislative power of environmental protection, strengthen the environmental monitoring force, continue to carry out environmental enforcement actions, strengthen law popularization to solve the outstanding environmental protection problems and win the trust of the people.
