•We analyse the municipal solid waste system of Venezuela and its energy potential.•A cost minimization model presents optimal solutions of technologies and resources.•We compare policies of waste collection services, fuel subsidies and carbon tax.•Fuel subsidy inhibits advanced technologies whilst financing WTE is less expensive.•Carbon tax helps to achieve higher carbon emission reduction.
