•Corporate social responsibility (CSR) still has trouble with living up to its expectations.•Ghana’s dual governance (especially land tenure) structure complicates the challenges of the mining sector.•Absence of clear CSR language in existing mining regulation permits corporate dominance.•Enforceable domestic institutional mechanisms need to be in place to guide CSR.•In light of the weaknesses of global CSR norms, more domestic emphasis is imperative.
