Review of two reform initiatives for sustainability of the coal sector in China with Shanxi Province as a case study. Identification of challenges and implications for improvement for the coal sector and the wider energy sector. The “one-size-fits-all” approach may have brought short-lived political and economic benefits. A rationally-designed regulatory framework for both large and small coal mines is needed for a sustainable coal sector.
