摘要
所谓企业诚信经营是指企业依照国家法律规定、市场规则和商业道德规范，在经营管理和市场营运中确立和执行的自律性理念和行为。人无信不立，企业无信则衰。可是，目前我国企业经营诚信缺失问题却相当严重，这主要表现在：企业与企业之间相互拖欠严重；企业财务失真；企业逃废银行债务；企业制假售假；企业拖欠工资；发布虚假经营信息等方面。问题的产生，与我国市场经济体制不成熟、思想道德建设滞后、法律约束乏力、政府行为不规范、消费者维权艰难等因素有关。为尽快使我国市场经济走上健康发展之路，以企业诚信经营，带动和促进全社会形成崇尚诚信的良好风气，我们要加快产权制度的改革，塑造信息对称的环境，健全社会征信服务体系以深化社会主义市场经济体制改革；要强化道德教育理念，开展诚信经营教育，创造诚信道德环境以重视企业的道德建设；要加快立法步伐，加大失信成本，加强执法力度以优化社会主义法治环境；要实现政企分开，政务公开，官员表率以规范政府与政府官员的行为；要完善消费者维权法规，疏通消费者维权渠道，提高消费者维权意识以铺平消费者维权之路。
