摘要
在当今世界，随着科学技术的不断进步和社会生产力水平的迅速提高，经济发展越来越突破地域界限。生产国际化、流通国际化、资本国际化、劳动力市场国际化和科学技术国际化大大加强了社会发展的国际化。而正是由于当今世界经济生活的高度国际化，世界经济成为一个有机整体，客观上要求各国、各地区都不能脱离国际经济的大环境而独立地发展。当今世界是开放的世界，为此，党中央、国务院做出英明决策，果断决定实行对外开放、加入世界贸易组织，将我国置身于世界经济发展的大潮中，积极地参加国际竞争和国际分工，大力地吸收和引进国外资金和先进技术，充分利用有利的国际环境即国际资源和世界市场，以对外贸易带动整个经济的发展。
四川是个农业大省，县域经济在全省经济中占有较大比重。没有县域经济的快速发展，就不可能实现全省追赶型、跨越式发展的目标。要加快发展县域经济，必须对内深化改革，对外扩大开放，进一步提高出口创汇占GDP的比例。随着我国正式加入世界贸易组织，对外开放面临新的机遇和挑战。在经济全球化、我国加入WTO、实施西部大开发的大背景下，全方位开放格局已经形成，县域经济与全国经济及整个世界经济的联系更加密切。发展县域经济必须走开放之路，坚持“大开放促大开发，大开发促大发展”的方针，充分利用国际国内两种资源、两个市场，进一步扩大对内对外开放。
虽然处于西部内陆地区的四川省的外经贸工作在全国不占很大比重，与大省地位不相称，但由于四川省在西部地区乃至全国具有重要的战略地位，且对外贸易逐年快速递增，发展势头良好，并取得了可喜的成绩。四川省有必要认真研究外经贸的发展战略。
本论文的研究目的：在经济全球化、我国加入WTO、实施西部大开发的大背景下，四川的经济如何抓这绝好的历史机遇，实现经济追赶型、跨越式发展，是个值得探讨的问题。其中一个有利的措施就是要大力发展开放型经济，加大对外贸易力度，从县级做起。四川省县级外经贸工作在近几年取得了可喜的成绩，本文在分析主、客观不利
因素和取得的成绩的基础上，探讨四川省县级外经贸取得快速发展的原因，有意寻求一条变比较优势为竞争优势，变资源优势为经济优势的发展途径，确立发展战略，为四川县级外经贸乃至全省的外经贸工作能实现可持续、稳定发展做一些基础的调查研究。
本文共分四部分：
第一部分：四川省县级外经贸现状
这一部分以具有说服力的数据、表格的形式提出问题，从纵向、横向比较，介绍全国、四川省的外经贸状况，指明四川省外经贸工作在全国所处的位置。并在此基础上，进一步指出四川省县级外经贸在全省外经贸工作中的位置及所占的比重。认识差距，提出问题。
第二部分：四川省必须重视外经贸工作
这一部分围绕出口对拉动GDP增长的作用、我国加入WTO和国家实施西部大开发战略等三个方面展开，重点论述四川省必须重视县级对外经贸工作，才不至于错过历史给予的伟大发展机遇。同时讨论面对入世和西部大开发，政府的职能和角色的转变。
第三部分：四川省有条件发展县级外经贸工作
本部分是论文的重点，围绕比较优势理论和资源优势理论，插入具体实例，探讨工业企业出口创汇、农业人口劳务输出等成功的理论依据，重点论证四川省不但可以大力发展县级外经贸事业，而且大有潜力，能为全省的经济发展做出贡献。
第四部分：确定发展战略，作好四川县级外经贸工作
从事一项大的事业，没有战略不行。对外经济贸易是国民经济和对外开放的重要组成部份，四川是个农业大省，四川的各项工作都离不开县域经济，外经贸工作也是如此。因此，四川全省外经贸的发展，也离不了县级外经贸的发展，应该抓重点、树样板，确定目标、制定原则，克服主观和客观上的不足，扬长避短，为四川县级外经贸发展营造良好环境，带动全省的外经贸工作上新台阶，也为四川的整个经济发展找到突破点。
Thanks to the rapid development of S&T, the economy is developing faster and further. Global production, communication, capital, labor market and scientific technology have strengthened the internationalization of the social development greatly. Internationalized world economy makes every country or region unable to develop without international economic environment. China's open policy provides an access to the international competition. China is ready to absorb foreign capital and advanced technology to promote economic development.
County economy plays an important role in Sichuan, a big agricultural province. In order to strengthen the county economy, we must deepen our reforms and expand the opening to the outside world to make export have more tremendous contribution to the growth of GDP. China faces a new opportunity and challenge with China's entrance to WTO and as the Go-west strategy is being implemented, and global economy is improved.
Due to the critical status in western area, its rapidly developing foreign trade and its important role in national economy, Sichuan needs to study the strategy.
The objectives of the thesis are to: How to grasp this historical opportunity to realize the catching-up type and leap-bound development. That is a good question. I think one way is to develop an open economy and expand foreign trade. Sichuan has achieved great improvement in county-level foreign trade and economic cooperation. On the basis of Sichuan's achievement and the unfavorable subjective and objective factors, this paper discusses why Sichuan can gain such quick development in county-level foreign trade and economic cooperation.
The four parts of the thesis are as following:
Part one: current situation of Sichuan county-level foreign trade and economic cooperation.
This part introduces the current situation of the foreign trade &
economic cooperation in Sichuan and China and demonstrates in what position Sichuan is in the national economy by bringing forward convincing data, and making horizontal and vertical comparison. Then, it demonstrates how counties in Sichuan contribute to Sichuan's foreign trade and economic cooperation.
Part two: Needs to pay much attention to Sichuan's foreign trade and economic cooperation.
On one hand, this part emphasizes that Sichuan should pay much attention on foreign trade and economic cooperation, On the other hand, this part discusses the government's role and duty as China's access to WTO and Go-west program.
Part three: Sichuan can do well in foreign trade and economic cooperation
This part is the main body of the thesis. By integrating theory with practices, we demonstrate that Sichuan can devote major efforts to developing county-level foreign trade and economic cooperation and can make great contributions to Sichuan economy, by means of comparative superiority theory and resources superiority theory.
Part four: Make development strategy to benefit Sichuan's county-level foreign trade and economic cooperation
Foreign trade and economic cooperation play an important role in the national economy and the opening to the outside world. As a big agricultural province, Sichuan's county-level economy covers a wide range of industry. Thus we should stress the essentials, set up examples, set the aim, and bring out our strength to make up for weakness to make great contribution to Sichuan economy.
