劳动力转移背景下,江苏新型农村人才培养模式的建构

摘要
当前,困扰我国全面建设小康社会的核心是农民增收问题。而要从根本上解决该问题,就必须重视农村人才培养,鼓励和引导农村富余(剩余)劳动力向非农产业与城镇转移。目前我省的工业化与城市化水平仍不够高,农村劳动力数量较大,“三农”问题相对突出,严重制约着农民增收与区域协调发展目标的实现。科学培养农村人才队伍、实现农村劳动力的顺利转移将有助于推进城乡经济社会的协调发展和迅速崛起。因此,在劳动力转移背景下,对构建江苏新型农村人才培养模式的研究无疑具有重要的理论意义和现实意义。
     本文正是站在农村劳动转移的背景下,从统筹城乡协调发展的视角,以全面建设小康社会为背景,立足我国“三农”实际,从劳动经济学与人力资源管理理论出发,运用比较分析、实证分析与规范分析相结合等研究方法,系统深入地考察了目前我省农村劳动力转移的特点,力求构建江苏新型农村人才培养模式。本论文的主要内容如下:
     1、目前农村劳动力转移的方式,江苏劳动力转移的特点及对人才培养的新要求,为本文的研究打下扎实的基础。
     2、对比国内外农村人才培养模式的差异,并分析国外农村人才培养模式对我国的人才培养有着重要的借鉴意义。
     3、在农村劳动转移的背景下,通过南京农村劳动力定点培训情况这一案例,分析我省农村人才培养模式的现状及存在的问题。
     4、在农村劳动转移的背景下,构建新型农村人才培养模式,并得出相应的对策,即:必须完善农村人力资源教育培训体系;创新农村人力资源开发的投入机制;健全农村人力资源开发的组织机制;发展农村人力资源开发的区域合作机制。
At present, the core problem of building a comprehensive well-to-do society is the problem of peasant income increasing. And to fundamentally solve the problem, we must attach importance to the cultivation of rural talents, and encourage and guide the surplus (spare) rural labour force to transfer to non-agricultural industries and cities and towns. At present, in Jiangsu, the level of industrialization and urbanization is still not high enough, it also has a larger number of rural labor force, and the "three rural" issues are relatively prominent, all these problems seriously restrict the income of peasants and the achievement of goals of regional coordinated development. Scientific cultivation of rural talents and a successful transfer of rural labour force will help to promote the coordinated development of urban-rural economy and society and have a rapid rise. Thus, in the context of the transfer of labor force, the research on the construction of the new rural training model of talent is undoubtedly has great theoretical and practical significance.
     This article is in the context of the transfer of rural labor, from the perspective of coordinated development of urban and rural areas, in the context of building a comprehensive well-to-do society, based on China's "three rural" issues, from the viewpoint of labor economy and human resource management theory, using a combination of research methods of comparative analysis, empirical analysis and canonical analysis to survey the current characteristics of the transfer of rural labour force of Jiangsu thoroughly and systematically, and strive to build a new rural training model of talent. The main contents of this paper are as follows:
     1, The current way of the transfer of rural labor force, the characteristics of the transfer of rural labor force of Jiangsu and the new requirements for cultivation of talents are all lay a solid foundation for this paper's study.
     2, Compared foreign with domestic differences in rural training model of talent, and having an analysis of foreign rural training model of talent are important to the cultivation of talents in China.
     3, In the context of the transfer of rural labor, by means of the designated training situation of rural labor force of Nanjing, this paper has an analysis of our province's the status and problems of rural training model of talent.
     4, In the context of the transfer of rural labor, the government builds a new rural training model of talent, and obtain the corresponding countermeasures, namely:we must improve rural human resource education and training system, and have a innovation of investment system of rural human resource development, and sound the organization mechanism of rural human resource development, and have the development of regional cooperation mechanism of rural human resource development.
