摘要
农村土地流转是影响农村经济发展的关键因素,促进农村土地流转对解决“三农”问题将产生积极影响。土地经营权流转是我国农村家庭联产承包责任制推行后的产物。随着农村经济的深入发展,农业生产水平的提高,农业产业结构的调整和农业劳动力的转移,西部地区农村土地经营权流转的规模不断扩大,并呈现出形式多样、经营项目多样的特点。
科学界定各种农村土地承包经营权流转的方式有利于进一步拓宽西部地区农村土地承包经营权流转方式,更好把握各种农村土地承包经营权流转方式的性质,有利于建立和完善农村土地承包经营权流转制度,真正达到维护农村土地承包经营权流转双方的合法权益。目前西部地区农村土地经营权流转的路径主要有：转包,转让,出租等。而西部地区农村土地经营权流转路径实施的制约因素主要有：农业产业化低,农户受教育水平低,非农就业率低,土地经营权流转的市场机制滞后以及管理工作不规范等方面。基于以上因素,本文也提出了相应的保障措施,比如：实行适度规模经营,引导农户提高对土地流转的认识,完善农村社会保障制度,建立农用地流转市场,强化农用地的规范管理等。以期加快西部地区的土地经营权流转,推动整个西部地区农村经济的发展。
The rural land circulation is the key factor to affect rural economic development, promote the rural land circulation will have a positive impact to solve the "three agriculture" issue. The land right of management circulation is the product of our country rural household production contract management system. With the development of rural economy and the progress of agricultural production, agricultural structure adjustment and transfer of agricultural labor force, the land right of management circulation in western region expands unceasingly and presents some characters, such as diversification of form and operation project.
The scientific definition of the way of various rural land right of management circulation to be advantageous to further expands the western area rural land right of management circulation way, and better grasp each kind of rural land right of management circulation way's nature, it is also conducive to establishing and improving the rural land right of management circulation system, thereby achieving truly defends the rural land right of management circulation both sides legitimate rights and interests. At present the western area rural land right of management circulation's way mainly has:subcontract, transfer, rent and so on. The factors which hinder the land's circulation are those, low industrialization of agriculture, farmers affected by low educational level, low non-agricultural employment rate, land right of management circulation market mechanism lag as well as supervisory work not standard and so on. Based on the above factor, this article also proposed the corresponding measurement, for instance:implements the moderate large-scale management, guides farmers to enhance to the land circulation understanding, improve the rural social security system, establishes the agricultural land circulation market, and strengthens the agricultural land management and so on. Hope to speed up the land right of management circulation in western area, and then promotes the development of entire western area rural economy.
