电信计费数据稽核系统的设计和实现

摘要
随着电信业的日益成熟、市场竞争的加剧,国内电信业的市场环境已渐趋合理,电信运营商已经意识到,电信业务支撑系统中数据的准确性对提高电信运营商的服务品质、保障电信运营商的业务收入有着越来越深刻的影响。计费数据稽核是提升服务质量、进行收入保障的一种较为经济有效的方法,是针对运营商收入流程的端到端的稽核。目前各运营商在实际工作中,还大都采用原始的方法:通过人工比对收入形成过程中各个环节的数据来查找漏洞,弥补损失,这种方法费时费力,准确性不高,更没有系统性、全面性。在这种情况下,迫切需要有自动化的稽核平台的出现,代替手工来完成对海量生产数据的稽核。
     本文介绍了电信计费数据稽核系统的设计过程,将异构数据集成、平衡关系校验等理论应用到系统的实现过程中,采用JAVA与XML技术,提出了具有更强的平台无关性的、功能更为合理的多层架构,使得在电信运营商多种复杂的数据源环境下能更好地实现全业务流程的数据稽核。
     本文的主要工作如下:
     1、分析了计费数据稽核的现状和存在的问题,将来源于不同支撑系统的各类异构数据作为数据稽核系统的数据来源,转换成统一的格式进行集成和分析。
     2、以数据平衡关系作为核心理论进行系统设计,通过“五步稽核法”的手段进行采集环节、计费环节、帐务环节、销帐环节、报表环节等五个环节的审核校验。在现有支撑系统的数据中,发现并定义数据平衡关系,并以此作为数据稽核的稽核规则,对生产过程中的数据进行全面和深入的稽核。
     3、在系统开发全过程中实践软件工程的思想和方法,使用了软件工程的一些成熟技术,应用J2EE多层架构完成了计费数据稽核系统的总体设计。
     计费数据稽核系统软件开发采用软件工程设计方法,依次经过需求分析、设计、软件编程和测试等步骤,应用图形界面友好,较好地实现设计目标,得到重庆电信各位专家们的肯定。
With the fast maturity and increasing market competition of telecom industry, its market environment in China has been turning out to be reasonable. The telecom operators have been aware that the accuracy of data in the Telecommunication Business Support System plays a more and more important role in improving their service quality and ensuring their business income. Billing data audit, which is an end-to-end audit to operators’income flow, is an economic and effective method to improve the service quality and ensure their income. Nowadays, operators are still adopting the original method in their real work: to find out the holes and offset the loss through manually comparing the data of each link in the formation process of income. However, this method requires more time and energy, possesses lower accuracy, and lacks systematization and versatility. Under this circumstance, it terribly requires an automatic audit platform to accomplish the audit to large amount production data in stead of manual work.
     The thesis introduces the design process of telecommunication billing data audit system, applying the theories of heterogeneous data integration and balance relation validation in its implementation process, adopting JAVA and XML technologies, and putting forward a more platform-independent and functional-reasonable multi tiers architecture, which will accomplish the data audit in all business process more better even in the complicated data source environments of telecom operators.
     The main work of the thesis includes:
     1. Analyze the situation and existing problems of billing data audit; take the heterogeneous data form different support systems as data source of data audit system, and change them into a unified formation for integration and analysis.
     2. Take balance relation as its core theory for system design; Audit and check the collection link, billing link, account link, write-off link, and report form link through“Five Steps Audit Method”; find out and define the data balance relation among the data in the existing supporting systems, take it as audit regulations of data audit, and audit the data in the production process comprehensively and deeply.
     3. Practice the thoughts and methods of software engineering during the process of system development; adopt some mature software engineering technologies and J2EE multi tiers architecture to accomplish the general design of billing data audit system.
     The development of billing data audit system adopts software engineering methods, followed by the steps of requirement analysis, design, programming, and test. The application has friendly graphical interfaces, a better realization of design objectives, and has been affirmed by all the experts of Chongqing Telecom.
