煤矿工伤风险评价及保险费率机制研究

摘要
煤矿工伤保险有助于保障矿工的合法权益,有效地分散煤矿企业的工伤风险,减轻企业负担;科学的保险费率机制可以促进工伤预防,改善煤矿安全状况。本文运用统计学、管理学、社会保险学、计量经济学等的有关理论与方法,研究了我国煤矿工伤风险综合评价及保险费率机制。首先,对我国煤矿的工伤事故伤亡率及影响因素进行分析,可知不同地区不同企业类型的煤矿的工伤事故伤亡率存在较大差异,提出了实行分地区分企业类型的差别费率制度。建立了煤矿工伤风险综合评价体系,改进了指标权重的确定方法。研究了基于工伤风险评价的煤矿工伤保险费率运行机制,改进了费率的确定方法。最后,提出了改进煤矿工伤保险管理体制,完善煤矿工伤保险制度,加强煤矿工伤赔偿体系建设等建议。
The coal mine industrial injury insurances can guarantee miners' legal rights, disperse coal mines' industrial injury risks and lighten enterprises' burden; the scientific premium mechanism can promote industrial injury prevention and improve coal mine safety conditions. This dissertation researches coal mine industrial injury risk evalution and insurance premium rate mechanism in our country according to the theories and methods of statistics, management, social insurance and econometrics. Firstly, the rates and reasons of coal mine industrial injuries in our country are analyzed, and it is concluded that the industrial injury rates are different among coal mines of different areas and enterprise styles, so the different level premium system is put forward according to different areas and enterprise styles. The comprehensive evaluation system for the coal mine industrial injury risks based on the industrial injury rates is established and the method to ascertain index weights is improved. Furthermore, the dissertation researches the mechanism of coal mine industrial injury premium rates based on the industrial injury risk evaluation and improves the method to ascertain the premium rates. Finally, the suggestions about improving the insurance management and perfecting the compensation system of coal mine industrial injury are made.
